    Tandrine and Christopher Drakul give quests for guild chart and perform guild registration, at least with 30th lelvel of char. Andrew Matthews in the Dalaran (WotLK) and Dalaran (BrokenIsland) also usefull from 75 (68, 58) and from 98 lvl respectively. Riha, Krumn and Urtrun give none at all levels. Cheapest way is - use Zeppelin from Orgri to Brill and fly to Undercity (use flight master). Guild related NPC attached in central place of city.
